1. The Major Challenges of Seaport Operations in the Quest to Remain Competitive
Over the years, people have perceived seaports as centers for the exchange of business,
finances, and culture. Seaports are usually the main points where the exportation and
importation of goods in a country take place (Pinder & Slack, 2004). That said, governing
seaports is often challenging. The challenges are associated with the diverse stages in
geography, cultures, and history. Moreover, the challenges are associated with the diverse
types of administrative, economic, and political organizations identified in each stage.
In the past, approximately 2.5 decades, the associations between governments,
communities, and seaports have experienced significant changes especially in the
Caribbean and Latin America. Earlier, the activities in seaports had various
characteristics. For instance, seaport terminals were owned by the government, private
firms provided the intermediate hybrid ports, and the service ports were effectively
governed by the public sector (Ehnberg et al., 2019). As a result, most of the
governments decided to stop managing the operations and business in seaports directly.
Therefore, they implemented numerous reforms. Such resulted in the implementation of
the landlord seaport structure, whereby the capital owned by private sectors increased the
competition in seaports, which significantly decreased the fiscal burden. As such, the
seaports have implemented numerous decisions that are regionalized in every port to
