John Kingdon came up with three streams identified as the policy window model. The model seeks to explain why some issues get considered during policy making and why some may not. The agenda that is to be discussed by policymakers focused on the streams to formulate a window of opportunities. The policy stream is carried out by analysts and experts who investigate and analyze the problems that face the society then come up with possible solutions to the issues. Myriad opportunities that may require policymakers come up, they are then narrowed down and assessed, and they suggest possible policy formulation that may tackle the problem at hand. The experts come together, and they might involve interest groups.They formulate proposals then they choose what they consider to be of importance.They make suggestions after researching on the most critical issues both privately and publicly on ways that the problem at hand can be solved.
