I am writing to address the issues arising from the Hawaii Prepaid Health Care Act of 1974
and provide recommendations on improving it.
Firstly, I want to state that I totally support how effective the Hawaii Prepaid Health Care Act has
been to Hawaii State. For many years, the Department of Health has contributed very little to
regulating and monitoring the Hawaii Prepaid Health Care Act. However, I believe it is time to
pay attention to its effectiveness to maintain a good record of the low number of uninsured
individuals in the state.
The purpose of directing the message to you is because I believe that with your support
and influence as the director of Health, you can help point out the issue to the responsible parties
to take the appropriate actions that will help improve the effectiveness of the Act.
The limitation of the health policy is that it has given too much power to the Hawaii
Medical Services Association (HMSA), which it has utilized unfairly. Additionally, there is a high
possibility that many organizations have found a way to avoid paying the health insurance. Due to
