THE PROBLEM AND ITS BACKGROUND
Introduction
Education is the key to the promotion of individual’s self-esteem, creativity and
productivity. It is an indispensable part of life and the greatest instrument in equipping the
youth with the necessary knowledge, information, skills and attitudes to become
productive citizen of the country (OECD, 2016). Furthermore, education is a process in
which an individual acquires the skills, knowledge and competencies necessary in life. It
is a form of learning in which knowledge, skills and habits of learners are transferred from
one generation to another (Naziev, 2017). Friedrich Froebel states that the purpose of
education is to encourage and guide man as a conscious, thinking and perceiving being
in such a way that he becomes a pure and perfect representation of that divine inner law
through his own personal choice; education must show him the ways and meanings of
attaining that goal.
The function of education is to teach one to think intensively and to think critically”,
quoted from Martin Luther King, stresses the importance of education. An individual
studies and learns with the desire to be successful, thus academic institutions search for
competent mentors to cater to the needs of their students. Although the success of the
students is not fully dependent on their mentor, as education is a two-way-street, the
educator plays a major role in shaping a learning mind.
Article IV, Section 1 of the 1987 Philippine Constitution states:

“The State shall protect and promote the right of all citizens to
quality education at all levels and shall take appropriate steps
to make such education accessible to all.”
The cited provision denotes that every citizen has the right to access and seek
further information to develop his potential through quality education. Thus, the goal of
education is to provide knowledge and develop the skills of the learners, attitudes and
values essential to personal development in the different levels of improvement.
With the abrupt transition of the educational system to an online setting, both
educators and learners of skill-based courses such as Technology and Livelihood
Education (TLE) are challenged with adapting to this teaching modality. Since teachers
cannot meet their students physically, their ability to properly observe and guide students
during hands-on activities is hindered, which may influence the student’s learning.
Additionally, students are tasked to find proper working spaces and substitutes to required
materials that they do not have at home, materials that would usually be provided in the
laboratory during face-to-face classes. With the already existing challenges of online
learning, this is an additional obstacle that both learners and educators must resolve.
An evaluation of the competence and readiness of educators must be done to
ensure that students studying TLE are receiving quality education from home given the
skill-based nature of the course. This study aims to determine the level of readiness and
level of competence of TLE teachers, identify if there is a significant difference between
the level of readiness and level of competence of teachers, and to ultimately determine a
training plan that is able to enhance the level of readiness and competence of TLE
teachers when it comes to teaching Home Economics.
