A Debate About an Issue Involving an International Organization
For years, the International Monetary Fund has faced criticism because of several issues
that it has allowed to persist. One of the most significant issues and sources of criticism for the
organization has been its apparent disregard for the imbalance of power that exists within the
organization. Small and developing countries, especially those from the Global South, have
always been structurally underrepresented (Bretton Woods Project, 2019). Thus, a political
power imbalance exists in IMF’s governance structure founded on the fact that voting shares are
awarded based on the side and perceived openness of countries’ economies. As a result,
developing countries who usually the ones asking for loans from the organization, find
themselves structurally under-represented in decision-making processes (Bretton Woods Project,
2019). Whereas there have been efforts to rectify the issue, the balance of power is still
considered to be unfair.
The voting system within the IMF is highly crooked. The voting power is dictated by a
quota system of voting rights which is based on the number of financial contributions made to
the institutions (Bretton Woods Project, 2019). As a result, economically sound countries are
able to invest more into the fund, which then gives them greater voting influence on policy. The
countries that possess the largest voting power include the United Kingdom, Japan, France, the
United States, and Germany (McKenna, 2012). The lack of a basic vote means that countries
with a large quota will always dominate the IMF discussion table. The voice of small countries
in negotiations is considerably weak, and their involvement in decision-making can only be
termed negligible. In addition, the organization’s economically weighted voting system also
dictates the amount of money that a country can borrow from the Fund (Woodward, 2007). This
