Reasons for Writing Taking on Turkmen
Taking on Turkmenistan is a report written about Turkmenistan, a country often
overlooked for its isolated nature. The reason for writing the article is to showcase the religious
repressions imposed during the tenure of President Saparmurat Niyazov and why the country
was labeled a Country of Particular Concern (CPC). The situation was the worst in the world as
the report highlights that no independent activity was allowed. Niyazovs quasi-religious
personality dominated Turkmenistan public life to the point of forcing the citizens to follow the
dictums expressed in Ruhnama, a self-formulated religious book equated to the Koran
(Cusimano, 2011). By controlling how Turkmenistan worshipped, president Niyazov had power
over the majority of the civic society allowing him to introduce more barbaric regulations. He
even shifted from religious activities to controlling healthcare, curriculum, and the weather. All
his efforts were geared towards building a bulwark against any foreign influence or interference.
Apart from the repressive nature of the country, the report was also highlighted to show
the role of the international community in dictatorial governments. The US was one of the lead
countries fighting for Turkmens’ human rights. Under international law, countries labeled as
CPC were subject to a variety of sanctions. Still, it was impossible to attack Niyazov using this
method because Turkmenistan was not so dependent on foreign aid. Thus, the US tried
diplomatic approaches using Tracey Jacobson to try to force reforms. The procedure was also
futile, and Niyazov was adamant. It was not until the international bodies came together that
changes started. The US sought partners extensively to push for reforms in Turkmenistan. The
UN, EU, and other proponents of human rights held meetings and encouraged other IGOs and
countries to join in the matter (Cusimano, 2011). This resilience attracted the contribution of
