However, the learner's position on the best assessment tool seems to be biased by arguing that patients are consumers of health care and can plan and dictate the choice of services that they want. Patients usually receive care, whereas consumers usually make health care choices (Meesala & Paul, 2018). It is true that Patients comply with a treatment regimen that is given to them by professionals in healthcare, while consumers are liable for their health status in general and the costs of attaining that health status. Health insurance deals with consumers but paradoxically, these consumers can become patients at one point like in emergency situations.
