Do you think preventive measures could have been taken either by management or the
government? How would they have worked?
Corruption is more of a contagious disease that keeps recurring even when fighting it is evident.
Brazil, like any country, was greatly affected by crime that had gained roots in the system and at
the individual level. The fact that the people in authority were corrupt such as the police officer
who arrested Cerveró made the fight against corruption very hard since it was all over. The
operation car wash changed the whole corruption thing as it was the mark of an end of the
corruption deals as it proved everyone that was engaged in the corruption acts wrong.
The government could have taken preventive measures from the beginning, which would have
avoided the biggest crime in Brazil. The management working with the government to ensure
that corruption does not get into the country's system could have been the best way to avoid
corruption-related crimes. Some measures could have been put in place to ensure that all the
activities in the country, both in the private sector and the public, are corruption-free. The
measures to curb the corrupt society could have greatly ensured that everyone in the country, the
rich and the poor, got the same treatment from the government. Some of the measures that could
have made the country corruption free include:
Ending impunity Impunity leads to a lot of crimes in society and the country at large. It leads to
damages due to the covering up of crimes, corruption, and human rights abuse. The government
needs to ensure that it puts an end to impunity by providing that law enforcement agencies have
been put in place. The law enforcement agency will ensure that they break the immunity by
punishing those who commit crimes and corruption deals. In this case, the government had to
ensure that a law court would be above the law enforcement that would make sure that the laws
were followed strictly by everyone in the country without discrimination.
1. Reform of the public administration and Finance management
This method has been effective mainly in the private sector as get it has helped curb corrupt
practices among the employees and the society at large. For instance, in the case of Brazil, the
finance sector was not a public thing since a lot of finances were being transferred without a
trace due to poor management and technology. The budget in a country should be disclosed to
the public to ensure no waste and misappropriation of resources by the people in authority.
Transparency of the funding to the people gives them a chance to share their views.
1. Transparency and Access to Information
Countries with a successful history of curbing corruption tend to promote transparency in the
government deals to the public. It also ensures that the press has a right and forum to share their
views. Access to information increases the press participation and responsiveness among the
people. The county government of Brazil would ensure that the people are engaged fully in
public matters to ensure that they are informed.

The government is empowering the citizens always to hold the government accountable for their
actions and their responsibilities towards the people. When the citizens are empowered, it
promotes trust among the citizens and the government. It leads to a corruption-free society as
everyone has equal opportunities. In Brazil, the rich were not punished since they could find
their way out led to inequality among the rich and the poor, thus leading to more corruption and
crimes. The government ensuring that they empower the citizens makes it easy to curb
corruption in the country.

This case is a clear example of a culture that has different business ethics. Culture refers to a set
of goals, values, and practices standards in an organization that governs the people's behaviour in
the organization. A culture identifies an organization as it is a unique characteristic. Business
ethics refers to the practices and policies regarding potentially controversial subjects that include
corporate governance, bribery, social responsibility, and discrimination in an organization.
Different business has different culture. Many business ethics are related as long as the field of
specialization is the same; for instance, in Brazil, it is ethical that all the citizens are treated
equally and that corruption is not promoted. The people in the car wash scandal went against the
ethics that guided everyone, leading to their arrest and punishment.
For corporations to avoid having unethical practices that lead to systematic corruption in Brazil,
they need to prevent corrupt practices and embrace the ethical rules that ensure the growth and
development of an organization. Some of the professional ethics that the corporations need to
adopt include:
Transparency
Transparency is ensuring that everything that an organization is involved in is put into the open.
It creates a strong bond between the organization and its customers, thus leading to its success.
Customers tend to trust transparent organizations in their products and services than those that
keep most information. For success, an organization needs to win the trust of the customers to
succeed.
Fairness
Companies should strive to ensure that they are fair and just in all their dealings. They are
treating everyone equally regardless of their status in society. It can be shown in the marketing,
hiring process, and competition with other similar businesses. Fairness and equality also ensure
that everyone is treated equally and no corruption is involved.
