The situation in Rwanda has risen to the level of a humanitarian crisis, and has become
criminal in nature, not only at an individual level, but also with respect to the entire community
of humans in the world. Therefore, reinforcements are mandatory, and use of force necessitated.
However, it important to note that the primary role of the reinforcements is to establish a
peaceful environment. Therefore, they would be tasked with negotiating between the two sides,
and use of force would be necessitated only in self-defense, or in case it is necessary to penetrate,
and pacify an area. Sitting about idly, and taking a soft stance would be similar to expecting the
war to end by itself (Kuperman 237). It was evident from the propaganda, and the political
climate in the country that the Hutu, and the Tutsi were deliberately being set up against one
another by the organizers of the genocide through the use of media, and the military. To counter
this deliberate assault, and misuse of power that results in crimes against humanity, there must be
external interference, and help to the oppressed. The rogue government, and leaders must be
stopped because the sovereignty of a state does not shield it from interference when it performs
such heinous acts. Failure to intervene can result in the spread of such acts, and a culture of
impunity in the entire region where leaders believe they are above the law, and untouchable
despite having signed international contracts, and treaties that require them to conform to certain
universally accepted standards, and laws (Prunier 330).
