Working Title: Should College Education be Free?
Research Questions:
The overall research question in this proposal include: What is the significance of free higher
education?
Indeed this research question has a positive relationship with the local, personal, or
larger social and cultural problems in the country. It is evident that responding to these research
question will enable the federal government to understand the importance of free college
education to the social and economic growth of the country and thus compelling the government
to adopt and implement free college education in the country. Besides, this research question is
also relevant in providing solutions to the various personal issues which an individual may face
while trying to seek higher education. It is notable that the research question addresses the
concern of different groups in the society including the lower, middle and upper class.
Nonetheless, the research question is also meant to solve the cultural issues such as inequality or
discrimination in the society as even the poor will be able to access the college education.
Working thesis: In the modern highly competitive global economy, the country needs a
competent and well-educated workforce who will be critical for the social, economic and
political growth of the United States of America.

Topic: The Role of Free College Education to the Economic, Political, and Social Growth of
America.
It is a naked fact that this topic can receive mixed reactions and increasing debates on the
relevance of the free higher education to the economic social, and political growth of the
country. Some individuals may argue against this proposal by whether the college education is a
private or a public benefit. Some people, especially the capitalist, will believe that the higher
education will benefit only private individual rather than the entire nation. Moreover, some
critiques may also argue that, just as in the rest of other developed countries, the United States’
College students get three kinds of public benefits including the tuition subsidies, living grants as
well as public loans. Therefore, these public benefits are enough to fund any student’s college
education. Countering the arguments will need a lot of composure and integration of the
effective communication skills to demonstrate the significance and components or elements of
the free college education. Besides, I will counter the opposition by explaining the emerging new
education models such as the Coursera, Udacity, Massive Open Online Courses (MOOCs)
among others (Samuels 12).
This topic is important to me because I am concerned with the government’s efforts in
ensuring social equity including equity in getting education services. I am also concerned with
the rising number of Americas who fails to join college education after completing their 12th
Grade because of the tuition fees. The topic is also important to others as they will be able to
understand the importance free college education together with its components and the proposal
will receive audiences from the educational stakeholders, legislators, as well as the lower and the
middle class (Corcos10). I anticipate this topic or proposal to appear on the Harvard Business
