Incident Command System
The Incident Command System which is abbreviated as (ICS) is a management
system which is designed for the purpose of ensuring effective and efficient managements of
domestic incident by ensuring that facilities, personnel, procedures and communication
employed within a common organizational structure are put together. This system was
developed in such a way that it expands or contracts to meet the requirements of the
incidents, though all incidents were enquired to comprise an incident commander regardless
their size or complexity.
The ICS was originally developed in 1970s following a series of major wildland fires
in California. During this time, the county, municipal, State, and Federal fire authorities
joined their forces together to create a system known as the FIRESCOPE. The system helped
in identifying many recurring problems concerning multiagency responses such as unusual
terminology among responding agencies, lack of nominated services, unusual and
nonintegrated communications, and the lack of combined action plans. It was during the
effort to address all these problems led to development of the original ICS form in order to
facilitate effective incident management. Even though the originally development purpose
was established in response to wildfires, this system was also used for all-risk system which
fits all kinds of fire and non-fire emergencies.
