Liberia is one of the WHO members, after the Civil War in the year 2003.A non-
governmental organization named Carter Center came in to help rebuild the country and restore
peace. The following policies have been put in place to support in areas such as; accessing
information and addressing health problems caused by the war. The Center has helped the
government of Liberia in educating citizens on matters of rule of law. It also provides justice
services to people living in the marginalized areas. In more than half of the country, Carter
Center delivers both civic and health services education (Worden, 2012).
Since the year 2010, the Carter Center has helped in fighting diseases. It has joined hands
with the country’s Ministry of Health to put more effort in the mental health sector. The three
main objectives of this program include: training a workforce in matters of mental health that is
sustainable. Assisting the Ministry of Health in; developing and implementing mental health
policies. Minimizing stigma by ensuring creation of advocacy groups, and also empowering
citizens and the family’s’ caretakers (Worden, 2012).
Despite the fact that the Liberian government is committed to improve mental health
infrastructure, the biggest challenge remains the lack of expertise in the sector. In effort to fight
this problem, the Carter Center in collaboration with the Ministry of Health, successfully
graduated 21 nurses in the August 2011 (Worden, 2012).
In Sierra Leone, stability in mental health has greatly improved since the year 2002. This
is after the end of long war in the country. The issues of people living with disability are not a
priority in Sierra Leones government. According to the Human Rights Commission report for
the year 2011, the approval of Disabilities Act 2011 was done. This would address the issue of
people living with disabilities being to stop being neglected (In Hellum & In Aasen, 2013).
