Organizational Leadership: Leadership during Project Closure
Discuss the roles and responsibilities of functional managers, the project manager, and
the project sponsor relative to re-integrating project team members into the
organization when the project to which they have been assigned on a full-time basis
ends. In your discussion, identify a specific project and use examples related to that
project.
The responsibility of the functional manager throughout a project is to allocate
resources, financial aspects, and hiring or staffing the project team. One of the more
important roles of the functional manager is ensuring that the project stays on budget
by analyzing the project data and finances to determine the amount of money and
resources that are needed throughout the project. This information is given to the
project manager and other applicable team members. Once the project is in the closing
phase, the functional manager can look at the budget from the project and help
determine where to place project team members depending on other projects that the
organization is working on and how much money and resources they have.
The responsibility of the project manager is to help guide the project team throughout
the project and ensure that the project is staying on budget, within the scope and on
schedule. Once the project reaches the closing phase, it is the responsibility of the
project manager to evaluate the performance of each project team member and report
the evaluations to the functional manage when reassigning team members to new
projects. It is important that the project manager keeps the project team focused and
not distracted by potential projects in the future. Also, the project manager needs to
document the lessons learned throughout the project so that the organization can use
that information for future projects to hopefully not make those mistakes again.
The role of the project sponsor is to finance the entirety of the project. At the closing of
the project, the project sponsor will review the project budget and ensure that the
money was being used appropriately. Depending on if the project sponsor is part of the
organization or not will determine if they have any input on where the project team
members are reassigned.
On the Bois d’Arc Lake Project, the project sponsor was not associated with Garney
Construction, and therefore did not have major influence on where project team
members were reassigned once the project closed. There were several different project
managers that worked on the project that completed their sections of the project at
different times. Once they finished the closing phase and provided all the necessary
documentation, they met with the regional operations manager and discussed where
