Bicameralism refers to set of practices which involve two parliamentary chambers. In
other words bicameral legislature consists of two chambers which help in decision making which
is also termed to be a mixed government. House of Representatives are government officials who
are elected by citizens from each of single-member district. These representatives represent
people of congressional districts through giving out bills of their people among other duties
(Ganji).
Elected officials delegates are individuals who have been authorized a group of citizens.
Delegates or trustee are authorized by consideration of their past reputation in the society.
Oversight function of the congress is composed of supervision, monitoring and review of federal
activities, implementation and agencies. Congressional oversight is highly utilized by United
State Congress mainly federal agencies. Filibustering refers to an act of behaving in obstructive
manner in a legislature. This term can be used to indicate parliament practices of extending
debate related to legislation.
Gerrymandering refers to act of introducing electoral districts. These electoral districts
have an advantage on political parties. Gerrymandering helps given parties in strengthening their
power on political interests within legislative bodies (Ganji). Minority-majority districts is a set
of electoral district. In minority-majority districts majority of individuals in the district are racial.

These districts are introduced in United States mainly to avoid violation of Voting Rights Act of
1965.
Majority leader of the house refers to the leader of main party or legislative body in
United States. Majority leaders in United States have role of serving as chief spokesperson for
majority party. Majority leader is elected by congressmen who possess largest seat in the House.
President pro-tempore serves as high-ranking senator of the leading political party In United
States. High-ranking senators have capacity of performing various governmental duties such as
ruling points of order in absence of vice president. Head of state refers to chief of state whose
main task is to represent national unity. Head of State unites nations through announcing
governmental day-to-day activities to citizens. Head of state performs their duties as granted by
the constitution, laws and citizen traditions. Head of government are quite different from head of
state. Head of government possess titles such as Premier and Prime Minister. In United States
president serves in both seats (Ganji). He serves as both head of State and Head of government.
Line-item veto refers to power of government officials to slash out some provisions of
bill. This happens when government budget seems to be biased on some issues. This process
occur without vetoing whole legislative .Executive order are instructions given by president to
executive groups as required by United States Constitution.
PART 2
The bill begins as composition of ideas among parliament members. These ideas are
collected from citizens and represented by their elected officials. The bill is then proposed. After
representative has written the bill, he tries to get advice from other representatives hoping the bill
will be declared valid. The bill is then introduced. In this case a hopper is used by representative
