People are in danger after they don't seem safe, and fear makes it difficult to be content. If people believe that police are ineffectual or cause more harm than good, they will not feel safe. At the same time, as officers are asked to reply to a more excellent range of community needs outside of enforcement, the role of police in protecting communities and preventing criminals has become more complicated. To hold out their tasks, police require resources and support, but they need to do so without resorting to divisive techniques. Laws should state that police officers' primary responsibilities include protecting victims and potential victims and promoting violator responsibility by consistently imposing laws and procedures to ensure that the criminal justice system examines and addresses each "honor" crime and killing.
