Development of Texas Constitution
A constitution can be defined as a plan of a government,
which represents, essentially, a pact between the governed and
the government. Similarly to any contract, a constitution
identifies mutually accepted powers, duties, obligations and
restrictions on contracting parties in addition to establishing
procedures for action, inclusive of law-making, as well as,
citizen-voter participation. By performing the aforementioned
functions, constitutions basically offer the fundamental law,
within which the legal systems are usually established (May 14).
Similarly to other countrys constitutions, the present -day
Texas Constitution is a product of tumultuous times and various

1861, 1866, as well as, 1869 (Kraemer, Charldean and David 35).
