1.0. Background Information
Seattle is one of the biggest metro cities in the United States and has not only one of the
greatest homeless populations but has increased a growth in this population over the years. This
is in spite of the fact that over the years, millions of dollars are set aside every year to address the
issue of homelessness. This goes to show that the problem is far seated and that it may require a
lot more than funding to solve once and for all. In 1998, Mayor Paul Schell addressed the
growing problem of homelessness in Seattle. He recommended an ambitious initiative that would
provide emergency housing for the homeless population in Seattle in the space of a little over
seven months. In a speech given on June 2
,
1998, the mayor promised to provide a solution for
this persistent problem by the end of the same year. Considering the scope and ambitiousness of
such a promise, it attracted a lot of media attention, as well as the attention of critics and analysts
throughout America Given that the number of homeless people in Seattle in 1998 was at least
5,500, this plan was incredibly ambitious. About 23 per cent of this number of this was living on
the streets while the rest sheltered in shelters and transitional units. In that short span of time, a
fool proof plan is necessary to attain to Mayor Paul Schell’s plan of completely eradicating the
homelessness issue by finding better ways of helping find and keep housing.
The following therefore is an analysis of the action plan towards the achievement of zero
homelessness in Seattle. This includes the short term, middle term and long term action plan
towards eradicating homelessness once and for all. To provide some back ground for this action
plan, the root cause of the issue must be identified. The first step towards creating an action plan
is being sufficiently informed in regards to the nature of the problem. An analysis of the problem
includes the major causes as well as implications of its persistence. This is then followed by an
analysis of current strategies including their effectiveness or lack thereof. The main action plan
will be the major focus of this review.
2.0. Problem Statement
The homelessness population is one of the greatest in metro cities in the United States. Not only
has it persisted, it continues to increase over time. As a direct result, the State spends a lot of
money on welfare activities such as shelters and soup kitchens, as well as related expenses in
terms of dealing with the consequences of homelessness for example deteriorated health.
3.0. Main Objectives of the Analysis
While the main focus is on how to solve this issue once and for all especially in regards
to planning and funding, other supporting issues will be covered because they form the
