Imperative security research according to the article indicates that North Korea tops the
list of security threats to the rest of the world including America (National Defense
Authorization Act, 2012). This is because of its willingness to continue to undertake provocative
as well as destabilizing steps which include and not limited to attacks on Republic of Korea
(ROK) as well as its willingness to proliferate weapons in contravention of its international
agreements and United Nations Security Council Resolutions. Based on this; we can
categorically and without an iota of doubt declare that if deterrence worked during the Cold War,
could it can now work against a new nuclear state like North Korea (National Defense
Authorization Act, 2012).
According to research; North Korea has been deterred before, today and they will
continue to be deterred even tomorrow. It is believed that North Korean leaders are rational and
therefore; there is need for nuclear deterrence in regards to the state (National Defense
Authorization Act, 2012). For a long time; the economy of North Korea has been suffering due
to her decision to carry on its nuclear program which defines why if deterrence worked during
the Cold War it can still work now against a new nuclear state like North Korea. In response to
the 59

anniversary of the Korean outbreak of war, North Korea vowed to continue to expand its
nuclear arsenal and in regards to the U.S. provocation it insisted that the nuclear treaty or
umbrella only provides them with a stronger justification to continue to have a nuclear deterrent
(National Defense Authorization Act, 2012).
