TEXAS LEGISLATURE 2
The Texas Legislature is bicameral composing of 31 member state senate and 150 member
House of Representatives. The legislature has power of the purse as well as direct the activities of
the state government; it is regarded as the most powerful arm of the government in Texas. Some
of the duties of the legislature include consideration of the proposed laws and resolutions,
constitutional amendments for submission to the voters as well as appropriation of funds for
operation of the state government.
The legislature operates in biennial system and it convenes its regular sessions at noon on
the second Tuesday in January of odd numbered years. The maximum regular sessions is 140 days.
During the Biennium the Governor may convene a special session which are limited to a period of
30 days. These sessions are only called by the Governor and only when he deems it is critical in
the conduct of state affairs.
The presiding officer of the House of Representatives is the speaker of the house who is
usually elected at the commencing of all regular sessions by the memberships of the Legislature.
Some of his responsibilities include appointing committees members, conducting House meetings
as well as enforcing the rules of the House.
On the other hand a special session is convened out of the mandatory 140 day regular
session. During this special session the law makers are limited to pass laws concerning the limited
issues outlined by the Governor. The constitution does not however limit the number of topics a
governor can designate for a special session. He can also add other issues during the session and
can call as many special sessions as he deems fit.
The governor of Texas has many duties and responsibilities which include signing of bills
that have already been passed by the legislature and also serving as the commander in chief of the
