Policy Design Challenges in Saudi Arabia
Introduction: The practical and efficient actualization of the Saudi vision 2030 is directly
influenced by the policies that ensure its achievement. As the year 2030 draws near, the state is
faced with the challenge of accounting for what they have done towards the vision's attainment
(Kuehnhanss, 2019). Policymaking involves creative and critical thinking if the set goals are
achieved. The goals and plans of any nation must be congruent with the aims it has to
accomplish in the long run.
Statement of problem: Saudi Arabia's Vision 2030 aims to make governance more effective
and efficient while creating a diverse, vibrant economy exposed to speculation. As the objective
is lofty, doubts remain about its implementation. The first major issue with such internal
expansion programs is that the Saudi administration uses organizational ideas rather than public
policy (Kuehnhanss, 2019). Saudi Arabia sets and operationalizes plans based on this policy.
With the probable exclusion of Saudi Arabia's oil plan, the majority of what passes for the Saudi
administration plan is truly strategy papers lacking in fundamental policy concepts.
Method: The absence of solid and cohesive civil tactics to put the plans into effect is due to a
compound web of administrative problems, ranging from the hyper-centralized form of
policymaking to the overlying authorities of executive and local administrations (Kuehnhanss,
2019). Lower-level functionaries frequently have to rush to meet the goal line and deliver results.
They must then report to scheme organization agencies in their respective departments, which
must then account on policy operations to the Vision 2030 group entrenched in the Diwan, the
king, and crown prince's unified office. Policies are the highest-level principles that guide the
government, and the strategies are the means developed to implement the policies. The
