The civil rights act of 1964 addresses the issue of racism in the American society which
has been rampant since it in history. Most people particularly the blacks feel that the civil rights
act was the most prestigious law that protected their freedom. The law made the discrimination
of the U.S citizens based on race, color, religion or place of origin illegal. Following the
abolition of the slave trade, the black community was highly discriminated and did not have the
freedom to interact with whites. John Kennedy tried to have the bill signed into law in 1963 but
Congress rejected it, but it was later passed in 1964 (Landsberg, 2015). However, with the
American civil rights movement, Congress enacted the law that changed the face of
discrimination. The civil rights act is an essential social policy because it addresses the issue of
racial discrimination that consumed the American community and still does even in the 21st
century. It is a representation of the steps that have been achieved so far towards equality. The
essay below will focus on analyzing the history of the civil rights act, policy explanation, and
assessment and implications of the law to the social work practice.
History of the policy
The Civil rights act of 1964 was as a result of two major historical events that aimed to
transform American society. After the World war there emerged the period that was referred to
as the second reconstruction that existed between 1945-1960s. The period was significant
because many Americans and activists began to speak against the human and civil rights abuse
that had taken place for a long time. The desegregation policies were mostly pushed by the
executive initiatives following the expansion of the Roosevelts initiatives. In addition, the
president’s committee on civil rights was also established that would help the country towards
desegregation. Part of the southern Democrats was not happy with the move by President Harry
