Health Information Exchange
Introduction
The Health Information Exchange (HIE) is a process that electronically moves health
information among healthcare systems and maintains the meaning of the information being
exchanged. The goal of the system is to facilitate providers to access and retrieve data so as to be
able to provide care that is safer, efficient, effective and timely. The system is used in assisting
with the analyzing of a target population’s health. Different states in the United States have taken
the objective of developing their own systems which they can connect their providers. There
have been mixed results with some states being successful while others failed in implementing
the system. The following text compared the Texas Health Information Exchange as compared to
other states that have the same demographics.
Texas
The creation of the Texas Health Information Exchange allowed providers in the state to
exchange information amongst themselves. The government reports that this has increased
coordination and also the quality of care in the states healthcare system. Furthermore, it has also
improved efficiency and empowered consumers and allowed them to have more control.
Coordination of care is one of the most reported advantages by institutions in the state since it

allows providers to connect and share as much information as possible. The coordination allows
for a collective effort towards ensuring that care is administered correctly and has the desired
effect on the patients.
Furthermore, the project acts as the backbone of the technical infrastructure leveraged by
both state and national level initiatives. The initiatives in Texas are centered on innovativeness in
practicing care delivery and offering forums that systems and hospitals can share best practices
and solutions to existing programs. Furthermore, weak health systems are wasteful and will end
up using up a lot of money from the state more than it can manage. However, initiatives under
the HIE system allow for the system to work effectively to achieve its goals by reducing wastage
and promoting proper use of the system. The initiatives are meant to ensure that quality and
innovativeness is achieved (Vest & Larry p.288). They empower the public to become a major
participant in the healthcare sector to ensure that their demands are heard. As such, providers are
able to work with the community and provide them with the necessary information and materials
which they can use so as to promote high-quality care.
Furthermore, the sharing of information and solutions to problems has allowed doctors to
adopt better strategies. These are strategies that are evidence-based and are proven to have a
positive impact on patients. The research-based care is complemented by the amount of
information that providers can share with researchers (Vest, 797). They can determine how
treatment approaches work or how patients tend to respond to the treatment approaches used.
The method allows the providers to determine which system is the best and how it can be
improved further. As such, it is safe to say that HIE is the backbone for evidence-based care in
the state of Texas.
