Ethical obligations exist in almost all the areas in the healthcare industry and play a key
role in achieving interoperability. Policy and decision making areas such Premium pricing,
benefits received from a healthcare coverage and interoperability all involve ethical obligations.
Dealings between all the stakeholders (Payers, Providers and Patients) has more benefits when
carrying out an ethical obligation as well as effect that leads to ethical dilemmas. Internal ethical
obligation may involve hiring of the qualified and trustworthy staff who can be able to protect
patient sensitive data (Jamshed, Ozair, Sharma, & Aggarwal, 2015). Another internal ethical
obligation is maintaining a healthy and safe work environment and the use of the technological
resources wisely to avoid wastage and improve the quality of healthcare. Ethical obligation also
helps avoid situations that create conflict of interest among the 3P’s in the industry. Interoperability
is all about trust and safety in exchange of not only fully disclosed medical information in
confidentiality but also providing the necessary security to the information as they are being
transferred (Jamshed, Ozair, Sharma, & Aggarwal, 2015).
Interoperability requires all the stakeholders to be ethically responsible. For the 3P’s to
receive the right information it requires people to send the correct information through the system,
every player is ethically obligated to be truthful and disclose information fully as required. We are

because adverse events, errors and unnecessary testing are reduced or avoided. Physicians and
clinicians will reduce time spent on entering information and patients will have a reduced length
of time they spend in the hospital since it is improved and better informational transfer at lower
costs due to integration and maintenance of technologies. The more ethically obligated the industry
is, the less the conflicts, unknown and known errors are depicted in interoperability.
In conclusion, ethical obligations are important in achieving interoperability and is applied
in ways that are directly associated with interoperability and sometimes indirectly. The payers,
patients and providers all have to corporate with the policies in ethical obligation in order to bring
out the best in the resources we have and maximize the use of the fast changing technology to
consistently improve the healthcare industry. Proper information should be passed to the industry
players regarding their ethical obligations so as to improve the exchange of data. An ethically
responsible healthcare industry leads to better interoperability.
