Strategic Planning Reflection
There were several techniques covered in class that can be useful for practicing public
administration. Strategic planning involves analysis of the current situation and setting up a plan
that utilizes strengths and weaknesses to achieve overall performance. The MBOR tool-
managing by objectives and results is used for keeping the desired end results in mind while
making objectives and coming up with ways to meet those objectives. If there is a clear cut plan,
the management process can run successfully.
In addition, all planning and management should be results oriented; if the results are not
what was expected, then there was a problem of implementing the plan, or the plan did not line
up with the objectives. If there is an issue in this process, then looking at the Strengths,
Weaknesses, Opportunities, and Threats (SWOT), and re-evaluating the situation in order to
bolster team building is necessary. A management team must be flexible and reliable so that any
problem can be easily and quickly resolved. For example, if a school district noticed a drop in
test scores, then decision-making would start with an in-depth analysis of the current situation.
Which test scores suffered the most? What grade levels are concerned? What years previously
did the school district have top scores? What is different now than it was back then? Answering
these questions can lead to a clear cut path for improvement.
Next, the school district would utilize MBOR to come up with new objectives that would
include a set test score improvement percentage, a deadline for this goal, and a focus on other
desired results such as test score improvement in specific grade levels or schools within the
district. By focusing on the desired results, the school district can then plan and organize new
training and new curriculum tools that will help the district reach the desired results.
