Public policies are essential as it helps protect the weak and the vulnerable in society

(Wołek & Pałka, 2021). Public policy planning entails several activities, and coordination of

efforts among the various stakeholders may be necessary. Public policy planning and

implementation are instrumental in the strategic planning process. The process to be followed in

public policy planning may differ from one person to the other depending on what needs to be

accomplished. Houston City has passed several policies meant to safeguard the well-being of the

locals and the US as a whole. Among common policies passed, gender equality policies and

environment-related policies.

The city of Houston is believed to have relied on fossil fuels for a long time, and it has

several refining centers in the US. Additionally, Houston is regarded to be the largest refining

center in the Us. However, due to climate changes, there was the need to change how the city ran

its affairs. Various stakeholders across the world have raised concerns about climate change. Due

to climatic changes across the globe, it became necessary for individual states and countries to

make such changes. Houston City and its leaders have been at the forefront of making the city

one of the pioneers and advocates for clean energy (Greater Houston Partnership, 2021). As a

result, an action plan was launched to help Houston transition from fossil fuels to clean energy.

The action plan was expected to bring various benefits to the city. It was expected that

greenhouse emissions would be reduced, which will help the city be in line with resolutions

towards climate change by other nations across the world. Therefore, introducing the action plan

meant to encourage and promote the use of clean energy will help the city conform to the Paris

Agreement. The Paris agreement was a treaty that required various nations to make their

contributions towards addressing climate change. Under the agreement, a global framework

meant to avoid dangerous climate change through efforts to reduce climate change was initiated.

The plan oversaw most facilities and premises owned by Houston city being powered by

clean and renewable energy sources. The shift was essential to Houston since it is believed to be

one of the top cities that rely on energy production. The transition and shift from fossil fuels to

clean energy involved various stakeholders and partners who worked with individual city

members. Plans were made to help identify what needed to be done and how the transition was to

take place. The policy would require that the various parties know the roles that each member

was expected to play. Therefore, a strategic plan was drafted to help the city in the efforts

towards transitioning to renewable energy. The strategy developed was built around the existing
