Introduction
One of Government University in the developing countries is the University of Lagos. It
is a federal government university owned university located Lagos State, southwestern Nigeria.
With the goal of attaining rapid industrialization and development after independence, Nigeria
focused in training of a professional workforce. The indispensable need of creating more
universities across the state in order to reach this goal was facilitated by the establishment of this
university of Lagos in the year 1959( Makwe, Anorlu & Odeyemi,2012).
Even though there were other majors of education established by the government of
Nigeria such as The Eric Ashby Commission on Post School Certificate and Higher Education,
the Ashby Commission’s report, titled Investment in Education, recommended the establishment
of a new university in Lagos. This was to provide education for students in economics, business
administration, commerce, and higher management studies. During the year 1961,
UNESCO Advisory Commission was given a detailed planning of the new university by
the federal government. Even though the Ashby Commission had envisaged a non-residential
institution which was to be cited in the business district of Central Lagos, the UNESCO
Commission needed a traditional university. This was to be a complete institution having every
facility to enhance effective education across the country. As a result of this report, the
University of Lagos was established on 22 October 1962.this was an authorization of the
university of Lagos act of 1962 (Kazeem, Akanji, Yakubu & Ashafa,2013).

Governance and Administration
There was an Act passed out to enhance effective governance. Basically, the Act
promoted a provisional council for the university. There was a senate who presided over
academic affairs. In addition, the act provided a separate council for the college of medicine.
Particularly, the university was composed of two different institutions, which were the main
university and an autonomous medical school. There was a link between the two institutions
which was very important. The link was composed of reciprocal representation on both councils
and also the membership in the university senate by professor in the medical school( Makwe,
Anorlu & Odeyemi,2012).
Mainly, the chancellor of the university is considered as the ceremonial head of the
university. The chancellor often confers all degrees according to the university. On the other
hand, the chancellor has a responsibility of day to day running of the university and is
accountable to council. Particularly, the council has a responsibility of enhancing effective
selection of all vice-chancellors, including Deputy Vice-Chancellors and Deans of Faculty. The
senate has a responsibility of regulating every teaching, researching and academic functions of
the university. Finally, the interest of the student is usually represented by the Students’
Representation Council. This arm is also responsible for selecting representatives and council to
senate through the Dean of student’s affairs in the university. The Governance and
Administration is usually set out in the University of Lagos Act also the statute of the University
of Lagos(vano et al,2013).
