Equality of educational opportunity refers to the requirement that all persons in the
society get access to the right levels of educational opportunities. No one should lose an
opportunity to get access to quality education during his or her lifetime. All people are equal and
as such stand an equal opportunity to get access to good education. All people at all ages have to
be educated as well as become empowered through the level of education that they receive either
formal or informal. Formal education usually comes from schools and other learning institutions.
However, informal education comes through life experiences and apprenticeships. However, all
persons should get access to quality education, especially the formal education because it
empowers and enlightens their lives (Olowu & Sako, 2002).
Question Two
The ruling elite and government face serious problems in attending to certain policy
problems such as inflation, energy crisis, crime, racial discrimination, work alienation, as well as
fiscal crisis. The ruling government should therefore deduce polices as well as come up with
proper measuring and evaluation procedures in order to contain these policies as well as ensure
their successful achievement. A number of state actors alongside the government usually
intervene in resolving these problems in order to eliminate the problems that they may bring
about to the common citizens. However, there are a number of indicators that would reveal
government participation in the elimination of these problems, and as such, all state actors should
reconsider them whenever evaluating the effectiveness of the implementation procedures. This
includes a forecast on government-sponsored activities as well as looking at the financial outlay
of each of the policy indices (Basu, 2004).
Poverty is a state of people staying in deplorable living conditions as well as being unable
