What are the principal differences in strategies for controlling expenditures between the
U.S. and other countries?
Japan has an industrialized health care system. There are principle differences in the
strategies that are used for controlling expenditures between the United States and the other
countries like Japan. Though they use the same technology in the health care systems, there are
differences in the way they control expenditures regarding the health care systems. There is a
difference in the organization and the flow of funds in the health care systems. The quantity and
the intensity of the use of resources are also different. Unlike in the United States, patients
usually have a single bill that combines both room and board and the surgery fee for patients
who are going under surgery. Unlike in Japan, controls over the utilization of health care
resources are stringent in the United States. In United States, there is preauthorization of surgery
services and a managed care that ensures that expenditures are controlled efficiently and
effectively (Heller & Diamond, 2010)

The United States health care systems use deductibles and copayments that usually
moderate demand at the individual level. This has an impact on the level of spending that leads
to a decreased expenditure for the United States health care systems. In the United States there
are advances in public health and medical research. This has an impact on the quality of services
that are offered by the United States health care systems that ensure that it is economical for the
state (Heller & Diamond, 2010)
