Action Plan on how to deal with scenario 1 and 2
Scenario 1
Scenario 1 presents a litany of allegations by various stakeholders concerning service
delivery in the Department of Health. The allegations accuse administrators of the department of
a wide range of allegations. Some of the allegations include “unprofessional leadership, unethical
practices, insufficient customer and patient care, poor fire and emergency response time, and
inability to implement change and resolve conflict within and amongst subordinates and staff.”
The nature of these allegations suggests the existence of deeply-embedded issues within the
systems of the organization. Most importantly, the fact that the issues touch on some of the most
critical functions of the health department, such as social services, emergency services, and
human services makes the allegations of grave concern. There is a need to come up with an
action plan which would make it possible to solve these problems and bring back efficiency in
service delivery. The following is a list of some of the actions which may be used to address the
concerns of the stakeholders:
Change the leadership of the department
The problems in the health department are symptomatic of failed leadership. The fact
that the administrators are failing in their responsibilities and that they are being accused of
being involved in professional and ethical misconducts demonstrate that leadership has failed in
the department. One of the symptoms of failed leadership in an organization is the inability of
