Veterans are a vulnerable population with unique healthcare needs. In the United States,
veterans are multifaceted, with a distinct culture that encompasses selfless duty, implicit
communication patterns, ethos, customs, values, and obedience to command (Olenick et
al., 2015). However, this population is more predisposed to post-traumatic stress disorder,
mental health disorders, traumatic brain injury, and substance use disorders than their
civilian counterparts (Olenick et al., 2015). Studies have indicated that 18 in 22 American
veterans commit suicide daily (Olenick et al., 2015). Additionally, veterans have complex
healthcare needs that a healthcare provider needs to understand to achieve long-term
positive care outcomes. Hence, the rationale for choosing this healthcare issue.
2. Economic Forces:
Macroeconomic Forces: Employment rate, national expenditure, unemployment
rates, and national income are some of the macroeconomic forces that affect health.
Since most veterans deal with mental illness, they are less likely to be employed,
which affects their income and subsequently their ability to access quality care after
retirement (Yee, Frakt & Pizer, 2016). Unemployment and non-VA physician
availability specifically impact veterans’ health.
Microeconomic Forces: Taxes and regulations are microeconomic forces that affect
the quality-of-care veterans have. Medicaid eligibility and private employer
insurance coverage are the two most inherent microeconomic forces that impact
veterans' health.
3. Key Regulation Policy:
The key economic policy change that applies to veteran health in the United States is
Medicaid expansion that followed the Affordable Care Act.
4. Benefits and Consequences: On the impacts of Medicaid eligibility policy, Hachate et al.
(2018) noted that “in states that expanded Medicaid in 2014, this expansion was associated
with 9.1 percent ($826 million) reduction in VA utilization among those aged 1864; sizable

changes occurred in all services used (inpatient, outpatient, and prescription drugs)” (p.
4224). The authors noted that while such policies reduce spending on VA health, the overall
impact is limited access to care for veterans.
5. Impact of Regulation or Policy: The Medicaid eligibility policy has higher possibilities of
affecting VA healthcare spending. That way, it will possibly affect the allocation of VA
healthcare resources to meet local demands (Yee, Frakt & Pizer, 2016).
