Introduction
A new e-commerce law has been introduced by the Ministry of Commerce and
Investment of Saudi Arabia. The law was effected on the 9
th
of October 2019 (Fawaz et al.,
2019). It has been established as part of enhancing the vision 2030 of Saudi Arabia.
Furthermore, the new e-commerce law is another achievement that the Kingdom of Saudi
Arabia has attained in its digital transformation mission. The law is meant to apply to domestic
businesses that provide goods and services via electronic stores and any other foreign electronic
commerce that is accessible to consumers in the Kingdom of Saudi Arabia. The e-commerce
law has helped in developing online businesses that have commercial registration in the
Kingdom and those that are external. The law is focused on facilitating electronic commerce
by developing and stimulating its activities while it regulates the relationship between
consumers and the sellers. The online seller is expected to provide the customers with online
terms and conditions through the contract that is entered during the interaction of the seller and
the customer (Fawaz et al., 2019). The online sellers are also required to provide accurate
details of the goods and services they sell to consumers. The goods and services details online
sellers are supposed to include their total price, including taxes, fees, and other associated
payments. Moreover, the online sellers are required by the new e-commerce law to issue the
consumer with electronic notification to clarify that they will bind to the terms and conditions
of their contractual relationship.
The Impact of the New E-commerce Law of Saudi Arabia
The new e-commerce lay of the Kingdom of Saudi Arabia will have an impact on
consumers, the national economy, society, and online business. To begin with, it is the impact
on consumers whereby the new e-commerce law focuses on improving the confidence of the
overall consumption in online transactions. The law gives provisions that protect the consumer
against misleading information, deception, and fraud. It emphasizes the protection of data
collected from consumers giving the online retailer the obligation to maintain consumer data
privacy. The law maintains that goods are returned and services can be refundable, or a
consumer can terminate a contract if they are not satisfied. However, the process is only
acceptable if it is done within seven days upon receipt of goods and services. The consumers
must also prove that they have not benefited from the goods and services in any way. The law
outlines some circumstances under which the goods are non-returnable, and services are non-
refundable. The consumer can also consumer any order if the online retailer delays the delivery
