Influencing Nursing Policy
For years, the unemployed and the low-income earners in the American population faced
challenges in accessing quality and affordable health care. Worse still, as time progressed,
healthcare costs rose over the roof, hindering most United States citizens from seeking medical
services. Fortunately, the Affordable Care Act (ACA) legislation in 2010 caused significant
amendments in the medical field (Blumenthal et al., 2015). Often identified as Obamacare, the
ACA aimed to promote health care quality and deliver affordable medical coverage for all
citizens, including the uninsured. Elements of the ACA such as Medicaid eligibility, cost-sharing
reductions, premium tax credits, and health insurance plans positively improve health care
outcomes and reduce costs. This paper seeks to discuss the components of Obamacare that affect
medical care outcomes and medical costs positively.
Cost-sharing reductions subsidy is a necessary provision included in the ACA.
Essentially, cost-sharing reductions function as federal subsidies meant to assist individuals by
reducing their out-of-pocket expenses when catering to healthcare costs (French et al., 2016).
Once individuals apply for medical insurance through the ACA Health Insurance Marketplace,
they are eligible for the cost-sharing reduction subsidy. Qualified individuals receive discounts to
assist them by lowering direct costs such as deductibles, copayments, and coinsurance. With
cost-sharing reductions decreasing annual plan limits, the provision effectively lowers health
care costs.
An additional fundamental feature of Obamacare is the advanced premium tax credits.
When people purchase medical insurance on the ACA Marketplace, this component reduces
individuals' pay for monthly health insurance premiums. The government calculates the credits
and sends them to medical insurance firms to insure eligible individuals. Every qualified
