INSTRUCTIONS: Reflect on the current situation of the Philippines. With
reference to the upcoming 2022 National Elections, what change is
needed, what needs to be retained, and what kind of leaders do you think
we need? Justify your position by citing evidences and reputable accounts.
The Philippines is not without a doubt the home of wonders and greatness.
But we can't also deny the fact that despite of it's wonders and greatness
there will be always a space that left for something and that is the things
that makes us sometimes doubt the greatness of our country, what I am
talking about is the politics. As of Jan 2021, The Philippines places 115th out
of 180 countries and territories in the world lower than its 113th rank in
2019 based on the World Corrupt Index. This only means that the
Philippines has a long way to go in improving the government. The
upcoming election is already starting to became the talk of the country,
many aspiring candidates are starting to use flowery words with their
platform or their so called "promises" if ever they would win. The Filipino
people are also starting to divide into groups based on their political
perspective and support. But as a youth that is part of the future
generation I am hoping that this upcoming election would serve as a light of
opportunity for a real change. And as a citizen of this country, I would like
to use this opportunity to raise my voice and point out my opinion on what
I think should be the qualities of a leader that this country needs and what
should the future leader of this country needs to change or maintain to
make the Philippines a better country.
First let's talk about the things that are needed to change or mantain in our
country.
On education: The Government, Department of Education and Commission
on Higher Education had been doing it's very best to provide programs that
would help students to have a great quality of education for the students
and be globally competitive in many aspects. They provided programs such
as scholarships and educational assistance and even free higher education
to those students who have the potential and wanted to finish studying but
financially unstable and these step should remain or better be add more
programs related to this. The K-12 Curriculum, Senior High School Program
and Free Higher Education Program provides a wide latitude of opportunity
for every Filipino learner to compete globally. It offers meaningful learning
that the future can benefit most. "How to educate the children determines
the future of our nation. But, with the economic and political crisis the
country is facing, it would be hard for educational institututions to stand
single-handedly in educating our children." (Oxford University 202). In our
quest against poverty, we need our stakeholders and future leader/s to
help us equip the youth with the skills they need to compete with the fast-
growing countries. What I mean with these is that the government should

secure a balance on the aspect of knowledge and skills of the children by
providing more programs by making them have a first-hand experience
with the field they have chosen rather than spending lots of years in a four
cornered room memorizing lots of stuff and with these, it will enhance not
only the intellectual aspect of the students but also the skill and that would
make us achieve the goal of being globally competitive.
On employment: Young Filipinos are talented and ingenious. We are rich in
natural and human resources yet why most of the Filipinos still prefers
working abroad? The unstable economic and political situation in the
Philippines is one of the major causes why most educated and highly skilled
Filipinos prefer to work abroad. Filipino workers could not see any hope
from their leaders to achieve prosperity for the country.The Philippines is
such a rich nation, from natural resources to human resources, but this
golden opportunity is not well handled by most of the Philippine leaders
and government officers. In the Philippines, finishing and surviving study is
not that easy but by the time a worker gets a job in the Philippines, they
does not get paid enough to equal their investment on education. Due to
this, most Filipino skilled workers get jobs abroad where salary
commensurate education, skills, and experience. The future leader/s of this
country hopefully would do something about these matter and we all know
what is needed to be done. HIGHER SALARY. Most experts agree that a
reasonable salary for a given job is needed to attract and retain employees.
Employees become more productive when their wages are higher. The
higher wage may also have attracted more skilled or industrious people to
the job. With high salary waiting for them, hardworking and talented Young
Filipinos will be motivated to do best and finish their study. And with these
no Filipino would need to work overseas just to achieve the life they have
ever wanted.
On Disaster Risk Reduction: Using as the pandemic as a reference, it is fair
to say that the Philippines should step up the game on enhancing programs
about Disaster Risk Reduction Management. "The series of natural disasters
that hit the country while we are battling the pandemic highlights the
importance of mainstreaming disaster risk reduction and climate change
adaptation into policy and planning ,” said Ndiame Diop, World Bank
Country Director. While the Philippines is financially resilient, stronger
coordination, execution and implementation will help further improve
social and physical resilience to frequent shocks.
A strategic and inclusive whole-of-society approach is needed to ensure
that all core actors active in DRR are mobilized and engaged in support of
risk informed policy, legal and technical measure and appropriate resource
allocation towards: (1) Reducing existing disaster risk through structural or
non-structural measures, such as retrofitting of critical infrastructure,

mitigation works, green infrastructure, or the relocation of exposed
population or assets; (2) Strengthening economic, social, health, and
environmental resilience of individuals and societies in the face of
anticipated residual risk. These include preparedness, response and
recovery activities, but also a mix of different financing instruments, such as
national contingency funds, contingent credit, insurance, reinsurance and
social safety nets. (3) A study shows that it is stipulated that the
government should examine the ongoing portfolio and identify projects
that can support the goal of disaster risk reduction. In addition, the
government should consider more direct support to the development of an
integrated disaster management risk approach, through the provision of
technical assistance.
These are some of the things that I think that needed change and we
known that these shouldn't stop from this, action is needed for this to
happen and we need a leader to make it possible, and I do really hope that
this upcoming 2022 election the Filipino people would chose the best of the
best amongst the candidates, a candidate that would bring the Philippines
into the prosperity we have been dreaming of. But what are the qualities
should the next leader possesses you may ask?. Philippines is a great
country and we need a great leader that would help us go to the prosperity
that we've all been wanted. The qualities I've been talking are ; (1) Vision.
Great leader/s have vision for what they are trying to accomplish and how
they will get there. A clear vision that inspires, builds trust, and gets results
when executed well. (2) Commitment. Commitment in serving people of
this country and commitment in bringing this country into prosperity. (3)
Audacity. Future leader/s need to be bold and fearless for the sake of the
country. Great leaders should have the audacity to push to the limits,
encourage wild ideas, and intentionally create a risk-free country. (4)
Courage. Future Leader/s of this country needs great courage to have
integrity in difficult situationscourage to make the hard choices, courage
to lead, courage to build the capacity of others. Courage is foundational to
the behaviors that separate good from great in leadership. (5)
Trustworthiness. This combination of character and competence is
foundational for any successful leader/s.(6) Love. Great leader/s possess a
genuine love for other people and a love for what they do in the service of
those they do it for. (7) Listener. Future leader/s of this country should
know how to listen to the voice of it's people. (8) Integrity. Great leaders
lead by modeling with integrity through their language, behaviors, and
actions.(9) Vulnerability. The ability to risk emotional exposure to find our
true individual and collective strength. Great leaders know how to engage
in and trust the process while letting go of perfection.
