Project Background
Thousands of people in Prince Georges County and around the nation are hurrying to
locate fast coronavirus (COVID-19) testing because of the virus's rapid spread. There have been
various days when the kits have been distributed in libraries, community centers, and other
locations with a high volume of people. Most of the time, locals wait in enormous queues for
hours to find out that the kits are no longer in stock (run out). PG County citizens must have
access to fast COVID-19 testing, and a mechanism must be established that distributes the tests
fairly and accurately.
There have been many complaints regarding the difficulty of getting COVID-19 rapid
test kits, and the county government is quite worried about the disarray that has been seen in the
distribution of the gears around the County. In response to citizens' concerns about being unable
to receive these kits, Angelo Alsobrooks, the PG County Executive, hosted an open video
meeting with them. During the discussion, she learned of a resident's suggestion for a web-based
system (desktop and mobile) that would enable residents to sign up to get these kits on certain
days and at specific times. She summoned your team to her office the next day. She was ecstatic
with all she had learned at the conference, and she had come up with a fantastic idea to build a
new COVID-19 quick test kit pickup reservation system for residents of Prince George's County.
This has led to the idea of creating a reservation system that distributes the available test
kits for COVID-19 testing throughout the County reasonably and efficiently and to provide the
County Executive, Council, and all county agencies the ability to manage the inventory and
distribution of the rapid test kits to ensure the availability of test kits throughout the County and
avoid interruptions in service.

Project Objective
This project aims to develop a robust COVID-19 testing reservation system in PG County
that will provide fast and reliable test kit distribution throughout the County and enable county
leaders to monitor the inventory and distribution of the test kits throughout the County. The
proposed system will also provide real-time information about available kits to individuals who
reserve kits online.
The objectives include
Enable citizens to reserve (reserve and pay) for pickup times (and days) for test kits at
their local library (local to them).
The system should allow the county government to track the number of test kits available
at different testing sites across the County at various times throughout the day.
The system should be able to notify all customers when test kits become available in
Residents should provide timely access to COVID-19 testing for county residents and
healthcare providers.
Consolidate testing supplies for multiple distribution points.
Ensure that individuals in need have access to the needed test kits.
Ensure that healthcare providers have the supplies needed to perform COVID-19 tests
safely.
Proposal
This project will utilize software and hardware platforms to provide the required services.
The system will use the following:
A Web application with a user interface (user-friendly interface) that anyone can use.

Real-time inventory and distribution of COVID-19 kits to ensure that every location in the
County receives an adequate supply of kits (reserve test kits at your local library)
Ability to track the availability of test kits across the country.
Ability to track inventory of kits available for distribution across the country.
Ability to report on the number of kits available for test distribution throughout the count
Ability to report on the availability of kits available for testing throughout the County
The system will employ a combination of

-Mobile application for Android and iOS phones
Web-based inventory and distribution systems to ensure a robust distribution of test kits
A central database to store, track, and inventory test kits.
-A messaging tool (email) for real-time notifications on test kit inventory
-Ability to perform COVID-19 rapid test kits and distribute them to the community and
healthcare professionals.
A reporting tool (CRM) to monitor test kit availability, number of tests taken, kit inventory, and
track the local population's health.
-Provide feedback for the distribution of test kits to people who need them.
-Allow the government and healthcare agencies to monitor and track test kit inventory across the
country.
Reporting tool to track data and reports to understand the community's health better.
The system will also employ a testing component to ensure that healthcare professionals and
individuals who have reason to be tested receive their test kits promptly.

We need to provide these tests quickly to Prince George's County citizens. We have
several organizations that need access to tests to offer screening, healthcare professionals who
need them for their work and treatment, and the government and officials to assist with
monitoring the country's health. Currently, the county government doesn't have a tool to manage
these test kits' inventory, availability, or distribution. We have no way of knowing how many test
kits there are, whether there is a shortage and whether there are any problems with the
distribution of the test kits. We can't ensure that the people who need test kits receive them
promptly. In addition, healthcare workers must have access to test kits to perform the tests they
are trained to perform. Currently, they don't have enough tests to allow them to achieve their
required testing.
The proposed solution will address these needs. This proposal will provide the county
government with access to real-time information about the availability and distribution of test
kits in the County and track the availability of test kits across the County. This system will also
provide the government with an interface to view the real-time inventory of test kits in the
system. The government can track the number of test kits in each library, in the community
centers, and at the public health centers in the County. The system will provide information that
will enable the government and healthcare professionals to monitor the local population's health
by tracking the number of tests taken. This data will also allow the government to understand the
community's needs better.
Project Timeline
The proposed system will be implemented in three phases:
1. Build an online inventory system that distributes test kits to libraries and other locations
in the County to ensure the availability of these tests in the community (reserve test kits

online at your local library). This phase should take approximately one month to build.
This phase builds the online inventory system that will track and inventory the test kits.
2. Once the inventory system has been built and tested, it will provide real-time information
on test kit availability for citizens looking to pick up the test kits from the library (online
and in-person). This phase will take approximately one month.
3. The county government will create an online messaging tool that will send notifications
to citizens when test kits are available for pick up at their local libraries. This phase will
take approximately one month to build.
Schedule
The County Executive has requested to have the new inventory and distribution system
online next month. She also asked the messaging tool and the notification system to be online as
soon as possible. She is confident that we will have the inventory and distribution system online
by August 1, 2022. The County has requested that the County Executive and her administration
monitor and track the inventory and distribution of the test kits across the County. Therefore, the
system must allow the government and the public to track the availability of test kits across the
country. This phase will be completed by August 1, 2020. The County needs to provide an online
database that will allow the government to track the inventory and distribution of test kits across
the County.
Project Management
This will be a high-priority project for the County Executive. The County's IT department
will monitor the project. An IT project plan will be prepared and provide the framework for the
project plan. Project timeline: The first phase is the design and development of the project, with

its essential functionalities, performance requirements, and deliverables. The second phase
includes data and content loading into the system. The third phase consists of the implementation
of the project. The project will be in production for a minimum of 6 months and will be
continuously monitored and managed by the IT department. The project timeline will begin with
the assignment of the project plan and will last for a minimum of 6 months and up to 12 months.
Team members At least two members of your team should have prior experience working with a
web-based reservation system or developing web-based applications. The team will be required
to meet at least once every two weeks to discuss the project.

Software Architecture Proposal
The proposed software architecture will provide for the following:
A web-based inventory management system (a desktop and mobile interface). This will track test
kit inventory across the County.
A web-based messaging tool will send notifications to all citizens who have reserved test kits
(online and in-person). This will inform them when test kits become available to be picked up.
A reporting tool that will allow the County Executive, Council, and all county agencies to
monitor and track the distribution of the test kits across the County.
Hardware Architecture Proposal
The proposed hardware architecture will consist of two systems:

Expected Value:
The system will ensure that everyone has access to the needed test kits. It will enable the
government to monitor the availability of test kits, the number of tests being taken, and the health
of the local community. This will allow the county government to understand the community's

health better.
Cost:
The total estimated project cost is $1.3 million (USD).
A total of 1,800 COVID-19 tests are expected to be run daily in the County, with a capacity of
10,000 tests a month.
