Tactical Plan
Philadelphia, Pennsylvania has the nations fourth largest police department, The Philadelphia
Police Department (PPD). The PPD has well over 6,600 officers and 800 civilian personnel, these
individuals cover ground where there are about 1.5 million individuals living there ("Philadelphia police
use a myriad of GIS tools - ArcNews spring 2010 issue," n.d.). The crime within the city is extremely high,
and there are plenty of hotspots for officers to cover. Homicides have been extremely high within the
city this year, having a large amount of homicide victims. The cases have skyrocketed this year it is
pertinent to get these numbers under control fast.
There have been 479 homicides in the year of 2021, compared to 215 in 2013 and 432 last year
in 2020. There has been a 10 percent increase ("Crime maps & stats," n.d.). The main goal is to find out
what is causing these homicides to occur more often, where it is happening, who is doing it and how to
prevent it from happening again. In the area of North Philadelphia, a lot of homicides have taken place,
a total of 43 in the last six months alone. Along with other crimes there have been more than one
thousand crimes committed in North Philly in the last six months.
The area that these crimes are being committed is heavily high poverty, low education and
around a university campus (Temple University) ("PHL crime mapper," n.d.). These homicides are usually
stemming from robberies or assaults. The university students are easy targets especially if they are not
from the area and run into the wrong crowd. The other times most of the homicides are between
individuals that simply do not like each other and when they see each other it ends up in a shooting.
These types of situations are hard to control. Using the Philadelphia Crime Mapper and Crime Stats to
gather intelligence on these crimes within the city and surrounding areas.
