Case Analysis: County Prison Overtime
The implementation of budgets poses a great challenge in many landscapes of
governance and leadership. In the management of county prison systems, such budgeting issues
arise. The case titled “County Prison Overtime” by Tom Mills highlights a classic example that
touches on some of the difficulties that face budget offices and line departments when it comes
to budget implementation. This dialogue on budget difficulties is not a new phenomenon and has
been around for quite some time. This paper seeks to provide a summary of the case, identify key
issues and problems, key stakeholders, goals, objectives, and outcomes.
Case Summary
The main issue facing the county prison of Franklin is on how the overtime costs can be
controlled to fit into the cost containment program that the county commission wants to
implement. In the previous election of the county commission in Franklin County, the majority
of the elected officials turned out to be Democrats. According to Mills, this could have been due
to the fact that most of these officials had taken a rather popular opinion in a serious
environmental issue that was currently being contemplated. Hoping that they would gain the
support of the people and get reelected, the Democrats went ahead and implemented policies
meant for cost containment, meaning that they would complete their term without increasing the
taxes.
After monitoring the county prison expenses, the finance director, Donald Dexter,
realized that the overtime expenditures of the county were beyond control (Mills, 202). When
Dexter expressed concerns about the high levels of overtime spent in the county prison and asked
the director of corrections, Charles Goodheart, for justifications on the same, he received a
detailed memo from Goodheart in which he explained that the overtime expenditures could not
