Pros and Cons of S.H.I.E.L.D Program
S.H.I.E.L.D is a program developed and used by the Marion County Sheriff's Office to
control domestic violence. Domestic violence is a crime in the United States. Many people have
lost their lives because of it. It has been noted that most of the domestic violence offenders
continue to victimize the victims one they are released on bail. This is in violation of the
conditions of the bail. The program will keep the offenders monitored and hence discourage
them from victimizing people. Essentially, this program uses a GPS monitoring system to track
the movements of the domestic violence offender once they are released. In relation to this, the
judge issues an order to place program on an individual during the pretrial or bond hearing. This
program has both pros and cons. Nonetheless, I think this program will reduce domestic violence
in the society.
One of the advantages of this GPS monitoring program is that it will increase the safety
of offenders. Once the judge orders the program to be put on an offender, he or she then set
certain areas as exclusionary to keep the victim safe. This means that the offender should go to
those areas. As a result, the offender stays away from the victim. In case the offender goes to the
exclusionary zones, the program will send an alert to the County Sheriff's Office. Consequently,
patrol deputies will be sent to the spot with an immediate effect. For this reason, the victims will
live in fear anymore. The second advantage is that it increases the awareness of domestic
violence. Consequently, this increases the sensitization of domestic violence. People come to see
it as a vice. The disadvantage of this program is that it cannot measure prevention. It cannot be
used to determine the extent to which domestic violence has occurred. Secondly, there are no
available patrol deputies in the county to respond to each of program’s alert. Thirdly, the
program is network dependent. So, it will not be effective in areas where there is a poor network.
