Due to the increasing cases of juvenile delinquency, it is crucial to have elaborate minor
crime deterrence programs both pre-confinement and during confinement will be beneficial to
the community. The importance of program development can lead to juvenile delinquents
decrease by large numbers in time. Before initializing such programs, one must develop an
accurate subjective method gathering information demographics and historical trends. Most of
the successful programs follow a specific methodology that has been tried and true. This paper
discusses how to use the 7-stage model for planned change to successfully implement both
successful rehabilitation programs and to develop and design a correctional/rehabilitation facility
for juvenile offenders.
Goals for this program
The first goal will be to develop and design a correctional facility that can house and
rehabilitate a population of juvenile offenders (Van Allen, 2016). The goal will be to be able to
create the facility to be focused on not just the security of the offenders but specifically designed
programs and housing to foster an environment of rehabilitation, not a hostile environment. With
the mindset that correctional facilities are more of a punishment than rehabilitation center, this
mindset needs to be shifted in the aspect of juvenile offenders (Posavac, 2012). Juvenile
offenders have a better chance of rehabilitation and reintegration into society. The approach must
also be re-evaluated and changed to promote rehabilitation and not promote hostility and
correctional facility trends of the past.
The second goal will be focusing on developing and implementing a multilevel
mentorship and intervention program for at-risk youth in the area. These programs will be
implemented in schools, recreation centers, and community centers that have been identified as
areas of concern due to data collection of crime statistics involving juvenile offenders. The goal
