General Dynamics, an innovative company with a global presence, has a mature project management program and has a robust Project Management Office (PMO) responsible for standardizing the methods and approach of project management within the organization. Mr. Jack Synthe is the PMO Director and is the key individual responsible for developing and implementing the project management methodologies for the IT divisions within General Dynamics.

Mr. Synthe, has just assigned his star Senior Project Manager, Ms. Allison O’Keefe to implement the new General Dynamics internal procurement management system (named the GD Procurement Solution). This system will be responsible for tracking all of General Dynamics purchasing activities and documenting each step of the proposal process. The organization has authorized a project charter to formally recognize the project, and establish Allison as the project manager. 

The GD Procurement Solution scope is clearly defined, and the project will be staffed with a mix of junior and senior technical staff. The primary goal of the project is automate, track and report the extensive volume of all procurement activities performed within the General Dynamics Corporation. Early in the initiation phase, Allison O’Keefe needs to understand some key project information in order to effectively manage the initiative. 

Ms. O’Keefe has learned that the technical staff, while technically advanced, have struggled in the past providing estimates because they are very pessimistic and they believe they will encounter every possibly obstacle impeding success. In addition, the team has not worked together previously, so there will be a period of time to establish the roles, responsibilities and capabilities within the team. Mr. Synthe has made it clear to Ms. O’Keefe that this very important project within the General Dynamics IT Project Portfolio MUST follow all the PMO management methodologies. The project will be formally tracked by senior executives throughout the project lifecycle.

Ms O’Keefe is beginning this project from inception, and will need to complete all planning tasks to prepare the Project Management Plan documentation, a collection of primary deliverable outputs from the Planning phase. Allison has been provided the executed project charter, as well as the detailed, and approved feasibility study.
