I base this opinion on the critical nature of each the varying 16 sectors that encompass the Critical infrastructure as a whole. Individually assigned each sector has been deemed so vital to the well being of the populace of the United States that any sector which faces impairment, incapacity or obliteration would have an enervating and paralyzing certitude upon elements of national economic permanence welfare security healthcare or any incorporation of the defined mission essential sectors thereof. In regards to the question which of the three primary essential mission of the (DHS) would be most difficult to accomplish I would reiterate my answer to be the safeguarding of the Critical infrastructure. I base this opinion upon the extremely wide scale which encompasses the Critical infrastructure and each of the 16 sectors varying degrees of potential threat. These identified threats include Natural disasters, Human caused acts of terrorism and economic espionage to the continually increasing technological advances pertaining to cyber security threats Utilizing those same groundbreaking and consistently developing advances in technology, it is my opinion that when applied to the utilization of countermeasures and security protocols the US Customs and Border patrol gain significant advantages in operational security applications. Currently ground sensors, unmanned aerial vehicles (UAVs), unmanned aircraft systems (UAS), infrared radars systems and digital imagers are employed in order to assist border patrol operations. PART 2 When contemplating what science-fiction technology I think would be most effective in combating terrorism I remembered a quote from Benjamin Franklin who said " Any society that would give up a little liberty to gain a little security will deserve neither and lose both". Aside from the dystopian world of George Orwell's 1984 where "Big Brother" is always watching, I began to consider an introspective view of what modern technology that is actually being utilized at present day, which a few short years ago would seem like science fiction. The food and Drug Administration approved a radio Frequency Chip (RFID) for the use of implants in 2004, in 2014 the FDA stated it was studying the address of "concerns" pertaining to the potential side effects of the (RFID). In Sweden, a wealthy and affluent country saturated with technological advancement, thousands of the countries residents have had microchips inserted into their hands. These microchips provide the denizens with a multitude of practical uses from being directly linked to an individuals personal information from banking to blood type. If improperly utilized this data could provide such information as a persons movement, buying history, employment, medical history and hobbies to name a few. It has been documented that possible medical side effects due occur from these implants and the study of the "concerns" remain ongoing. When I think about the potential possibility of something completely science fiction which could be utilized to deter critical infrastructure threats I think about the 2002 film "Minority Report" where police use the help of psychic technology provided by "precogs" to arrest and convict individuals before an event occurs. As outlandish as the concept may seem it may surprise some to learn that a slew of reputable universities have conducted research studies from Duke universities studies on precognition in the 1930's to the University of Virginia and Arizona who continue to conduct these research studies of individuals showing signs of precognition abilities to the present day. Perhaps Orwell was onto something.
