Project Proposal for Roadway Rehabilitation aboard Natick Solder Systems Center, Natick Massachusetts Jesse Kahler CPMGT/300 July 5, 2014 Richard Williams The following proposal will provide for a comprehensive overview of the Roadway Rehabilitation Project to be conducted on board the Natick Solder Systems Center, Natick Massachusetts. This project was initiated in order to identify, address, and if needed, correct deficiencies to installation roadways in an effort to enhance the traffic movement aboard the installation. This proposal will identify stakeholders, key personnel who will participate in project operations, essential tasks, and the end goal. It has been determined through complaints and on-site assessments from DPW (Department of Public Works), that there has been a considerable degradation of the roads in certain areas of the installation. This has caused the initiation of this project, which will conclude once all roads have been assessed and corrected as needed. This project will ensure that the safety of commuters and pedestrians is brought up to standards set by the Department of Defense, Department of the Army, and the Massachusetts Department of Transportation. Stakeholders in this project include the Department of the Army as a whole, to include the Secretary of the Army, the Base Commander, and DPW. As a result of DPW being stakeholders, as well as participants in the project, there will be a representative from the Directorate of Financial Services which will represent the government interest aspect of DPW. DPW will assign a PM (Project Manager). The project manager will be given authority over the project and will be responsible for meeting designated deadlines and ensuring the mission is completed in accordance with policy and direction from higher level chain of command members. The initial phase will include an official assessment that will identify severe, moderate, and minimal issues in roadways based on severity with the most severe issues being addressed first. After which, the moderate and minimal issues will be addressed. Each phase will include the requirements of special materials and specialists who can meet the requirements set forth by the PM and DPW. At the conclusion of each phase, the PM and any party wishing to participate, will conduct a final assessment to ensure that all aspects of the identified issues have been corrected. This will include verification that all aspects of the specific phase have fallen into budgetary constraints. This will be done by meeting with Financial Services and going over contractual services and materials purchased to complete the project. It is important to note that some departments may need to participate in the overall project without actually having a stake in the project itself. For example, Emergency Services may need to conduct traffic control or closed roads as needed. The entire process is expected to take one year from this date, to the conclusion of all repairs and contractor services being completed. As an important factor in this project, communications regarding this project will be done with the utmost regard. There is an enhanced responsibility to the people of the United States to ensure that all matters concerning this project are indentified and handled with the highest level of responsibility. Personnel involved with this project will utilize all available means to communicate with one another which include, but are not limited to, Cell phone, email, video conferencing, lan lines, and meetings held in person.
