In parallel resistor 

because 

I =I1+I2

Because of Ohm's law

V/R= V/R1+V/R2

1/R =1/R1+1/R2

Series capacitor

1/C =V/Q= V1/Q+V2/Q= 1/C1+1/C2

Hence 1/C=1/C1+1/C2

Thus in these cases it is not arithmetic addition but harmonic addition (Vide harmonic mean)
