Evaluating Policing

Thoroughly explain the importance of the community policing evaluation process, two forms of evaluation used in determining policing effectiveness, and how the evaluations are used by the administration.  How does the community policing evaluation process differ from that used in evaluating traditional policing? In your opinion, does the evaluation process properly identify successful implementation or areas of concern? Why or why not?

Your initial response should be 250-300 words in length. Please support your claims with examples from the text and/or scholarly articles.

That evil is half-cured whose cause we know.

—Shakespeare (Oliver, 2008, p.294).

Community policing is the way forward for serving the community since it is evident that through the process, the law enforcement will be able to handle the changing natures of the communities while at the same time deal with the dynamic characteristics of crime, violence as well as law disorders within the communities.

However, after implementation of the technique, there is need to have a thorough evaluation of the process. The importance of this evaluation is to understand the effectiveness of the community policing and the nature of elevated levels of crimes within the community (Miller, Hess & Orthmann, 2011). This helps in selecting the effective methods to curb the community disorders and control crimes. It is also good in helping understand the policing administration, and the needed improvements at the level of accountability and professionalism of the department.

In determining the effectiveness of the police department, we can use different forms of evaluation. The first is the level of community engagement in reducing the crime rates; in this case, the measure is on developing and maintaining trust of the community to the policing (Kappeler & Gaines, 2012). This is the level at which the community is able to engage with the officers. The second is the administrative decentralization of the policing, which is the level at which policing has created community partnership, and the level of developing the problem solving strategies within the community.  The evaluation actively influences the effectiveness of the implementation of community policing.

Since community policing is not a single police tactic as tradition, the evaluation needs a collection of strategies that are under a set of common principles applied in multiple different ways. However, determining the effectiveness of community policing depends on how a department defines its effectiveness. Each police department applies different tactics differently, thus evaluation might differ depending on the community and the selected initiative. We need to remember it is of utmost importance that each police department institute its own evaluation process for implementation of community-oriented policing (Masterson and Stevens, 2002, p.295).
