Question Description

Let's say the federal government is sponsoring a program to provide small business an opportunity to offer their employees insurance options that are all priced competitively, but they must enroll into the program to take advantage of it. Now, let's say they did this without conducting analysis to see if small business employers were interested in such a program.

My question to you, is it really required for the end-users to be involved and get buy-in? Explain your response.
