I don't understand how to explain why an element would be unstable using the octet rule...

Question description

An example of this problem is the question "What would be the electron configuration for F+? Use the octet rule to explain why this is not likely a very stable ion." I really don't understand the octet rule...or any chemistry...haha... :) I can get this if I have someone really teach me instead of just reading from a textbook...but I don't have anyone who actually teaches me...
