Based on Cloward and Ohlin's opportunity theory, crimes are committed because delinquents feel they have no other options, and as long as the reward is greater than the risk, then its worth it to them to commit the crime. I would build on Cloward's National Welfare Rights Organization, and crate policies that gave aid to the impoverished delinquents while working towards improving their education and furthering their job opportunities. This might include education grants, student/worker programs, and child care.
