Explanation & Answer
When you push or pull circle and are applying a force on one side that is greater than the force that is applied on other side it becomes unbalanced and starts moving.
However, if you apply equal and opposite forces from two ends, then it becomes balanced force and cancel out each other, making the circles stable.
