1) Offer to readmit all Southern states back into the Union at no cost. Causing them to pay reparations of any kind may make them shy away from coming back. The states would need to offer up men and women to help rebuild the areas destroyed by the war, but the workers would receive payment for their work.
2) Any former laves that fought in the war would be given a parcel of land based on how long they served for. The longer they served, the more land they are eligible to receive. Former slaves would be housed on the former plantation until they chose to move away or stay to work as paid employees.
3) Create an agency to oversee the reconstruction of lands destroyed by the war, an agency to help former slaves receive land based on their former service, an agency to pay the southern workers that are rebuilding, and an agency for states to go to when they are preparing to leave the Union to discuss possible alternatives.
