Question description

I was looking at the definition for Authoritarian Government and I was confused because I got two completely different answers. One one hand it is a government where the people have no say as to how the government is run. Then there is another definition that states Authoritarian government is a form of government which leaders, though they admit to no limits on their powers, are limited by other centers of power in society. I don't understand what that specifically means and I was wondering if someone could clarify that for me?
