An organizational structure should be designed and implemented. This hierarchical arrangement will determine how the roles and responsibilities are assigned; coordinated and controlled; and all communication is flowed through the different levels of management (Business Dictionary, n.d.)

The managers at all other levels of the hierarchy structure will confer with the other members affected before making decisions with the approval of top level management.
